One point in the Fermi paradox is that the first born intelligent civilization takes all. In that model, the civilization that creates interstellar travel first will destroy all other civilizations and rule the entire galaxy alone. The thing that is problematic in that model is that the civilization that can travel on an interstellar scale is mature enough that it should tolerate others. That civilization would be Kardachev-scale 2 or 3.
And it would have very powerful weapons. When those weapons showed their effectiveness they would turn to use in the internal conflicts of that violent species. The species that destroys all its competitors would fall because all its leaders would start to follow for their benefit. Lack of outer enemies and lots of weapons are giving good opportunities and good motives for the hijacking of power.
The problematic thing in that kind of model where civilization sweeps all competitors away is that means that our hypothetical civilization would be violent. The civilization that destroys all other civilizations would use powerful weapons in those massacres. And then in one day, the last of the competitors of that hypothetical civilization will be destroyed. That thing means that the civilization would not have any outside threats.
But the thing is that those weapons would remain. When other competitors are gone those weapons that our hypothetical civilization used against enemies there start the race to ultimate power. That means there would be people who would want to use those weapons for having more and more power.
So if some civilization destroys all its competitors. The result of that thing would be the internal conflict. If species are violent and there is no outside threat that thing starts the pursuit of personal interests of that hypothetical alien species.
