Did China win the battle of artificial intelligence?

If we are purely thinking about the military aspect of artificial intelligence. China can make powerful platforms that can run complicated artificial intelligence and the program code. If we want to deny China to get things like drone swarms in the hands of the PLA (People's Liberation Army) we are failing. China has artificial intelligence-based weapon systems and we should accept that thing. When we are thinking about ethics and moral discussions about artificial intelligence those things are not pushing brakes to China. 

Weapon development is much easier in authoritarian countries because nobody resists the government. China has used effective intelligence work. Along with large-scale investments in coding training and natural sciences for making new solutions for AI and robotics. And those things are interesting for both civil and military authorities.

But when we are thinking about the ethics and morals of AI, we are facing the question: are those discussions started by China or Russia? The global peace movement was quiet about the Soviet nuclear weapons while they resist nuclear testing and weapons. The thing in that kind of one-side resistance is simple. Its purpose is to force or pressure the developers of the weapon systems to withdraw from those projects. Artificial intelligence is a complicated thing. The purpose of it is to control other systems. But there is one thing that makes artificial intelligence complicated. 

Some traditional military men are afraid of their workplaces. There are weapons like computer viruses and the EMP-pulses and ECM jammers that can destroy computers that are controlling robots. Or deny the communication between robots and command computers. They can also deny the drones to make the networks with each other. But the key element in the drone and remote-controlled robots is that if the military starts to operate by using those remote systems there are no own losses. 

Artificial intelligence can also control communication more effectively than ever before. The AI can connect with a quantum computer. And together the quantum computer and AI are the ultimate entirety. Quantum computers are the next threat to data security. And the thing that makes them more impressive than any computer ever has been being. Is that they can break any code in the world in seconds. Those quantum computers can also break nuclear weapon launching and other operational codes. The quantum computers can also break the control code of the combat drones. 

And that means those systems are the biggest threat on the Internet.  Things like quantum computers and drone swarms can be the biggest opportunity in history. They can decrease pollution by adjusting the temperature in the houses and also make it possible that there is always an optimized level of energy and raw material production. Remote-control robots can make complicated surgery operations if they are acting as an external body for surgeons. That thing can bring multi-use and qualified medical services also to the remote areas. 

The robot can make many things and the cleaner can use the same robot as the surgeon. But the same robot that can clean rooms and make medical operations can use as a remote soldier. Drones and artificial intelligence can search for missing persons or suspicious packages. 

The AI can search also for similarities of the DNA and help to track any person on Earth. Tracking the person by using the family DNA bases that the DNA sequences are turning more and more identical. When the samples are closing the wanted person. The AI that is driven by a quantum computer can sort the DNA of the entire human race. And that thing can use to track things like serial killers. This thing is a prohibited law suite. But the laws can be changed by parliaments.  

Those systems can control robots that are taking pizza to us if the users of them want. But similar systems can use to make the massacres. They can use to control people. AI and drones can observe everything that people are saying and if those automatized and independent systems are under the control of one person, that causes a situation where that person has an army under control. And that army has no excuses to follow orders.

We know that there are many risks in AI development. And there must be something that puts people realize that these kinds of things are not jokes. The problem is how to take control of the AI development. If we think about international contracts regarding AI development. We must realize that there is a possibility that the contract that should limit AI development turns into another version of the Nuclear Non-Proliferation Treaty. That treaty didn't ever deny the escalation of nuclear weapons. And there is a big possibility that the AI-limitation contracts follow the route of the Nuclear Non-Proliferation Treaty.  The biggest problem with AI development is the new platforms that can run every complicated and effective code. That means the quantum computer-based neural networks can turn themselves more intelligent than humans. The AI has the ultimate ability to learn new things. And if it runs on the quantum-hybrid system that switches its state between binary and quantum states,
