The simplest way to make that thing is to pull the quantum entanglement through the nanotube. Then that nanotube could turn into a Tipler cylinder. The fast-rotating nanotube can be used to conduct energy to the quantum entanglement that is made through that tube.
The outcoming energy can create the condition where the quantum entanglement can bring information from the future. The speed of the cylinder would turn to high as possible.
