When black holes transmit Hawking radiation, they lose energy. So the Hawking radiation is the thing that causes vaporizing of the black holes. When a black hole sends energy it loses its mass. And if there is no new material that drops in the black hole it will vaporize. 

The question about Hawking radiation is that does the particles like photons come out from the black hole. Or do they only hit the event horizon which acts like a drum? The fact is that the effect that causes the Hawking radiation is coming inside the black hole. Everything that happens behind the event horizon is purely theoretical. The question is, what is the point, where the Hawking radiation forms? 

There are no single observations about the structures inside the black hole. But there is suspicion that the whirl of the transition disk continues behind the event horizon. And then that thing could cause that the particles of the whirl are impacting the event horizon or they are impacting with particles that are falling in a black hole precise in the event horizon. 

In that scenario, there is an exact point. Where gravitation starts to pull photons inside the black hole. At that point, the escaping velocity turns higher than the speed of light. And particles that are coming outside the black hole. Are impacting with particles that are whiling near the event horizon.

But when we are thinking about the hypothesis about the internal structures of a black hole there might be zones where the escaping velocity is increasing. At the point of the event horizon, the escaping velocity is precisely the same as the speed of light. And below the event horizon, the escaping velocity turns higher than the speed of light. 

So near the center of a black hole the escaping velocity is far higher than it is near the event horizon. In the center of the black hole, the material is in the form of singularity. That means time and material are forming the entirety. Or otherwise saying material and time are the same thing. 

The Hawking radiation is giving information about the strange world behind the event horizon. The event horizon is the point where gravitation traps the photon. So actually we cannot get information from the event horizon itself. All information that comes from black holes is coming at the front of the event horizon.
